As the mosaic was replaced about half a century ago, it is very hard to find a better photograph. However, it is Stalin, not Lenin - you can see that the head is heavier altogether, the man depicted has quite protruding eyebrows and there is no beard. So it is Stalin.

Lenin is depicted a bit skinnier and usually with a sharp beard, like here:
